The story 'The Decision of the Panchayat' is a classic tale of justice and wit, centered around a hardworking farmer and his dishonest neighbor. The farmer lives in a small village and, through his persistent labor, manages to grow wealthy enough to buy a third field. To ensure his crops have enough water, he purchases a well located next to this field from his neighbor. However, the neighbor is a cunning man who decides to cheat the farmer. The very next day, when the farmer tries to draw water, the neighbor stops him, claiming that he only sold the well and not the water inside it. This leaves the farmer deeply worried and confused, as he had paid for the well specifically for its water. He realizes he cannot resolve this alone and takes his grievance to the village chief.
To resolve the dispute, the village chief calls for a meeting of the Panchayat. This traditional village council gathers under a large banyan tree, a symbol of communal wisdom and justice in rural India. Both the farmer and the neighbor present their sides. The neighbor remains adamant and stubborn, repeating his tricky logic that the water is still his property because it was not explicitly mentioned in the sale. The villagers and Panchayat members try to reason with him, but he refuses to change his mind, thinking he has outsmarted everyone with his clever technicality.
