Employees often resist control measures, viewing them as restrictions on their freedom — for example, objecting to CCTV surveillance. Furthermore, establishing and operating a control system involves significant expenditure, time and effort, making it a costly affair that may not be justifiable for small enterprises unless the benefits exceed the costs.

Planning and controlling are described as inseparable twins of management. Planning provides the standards against which actual performance is measured in controlling. Without planning there are no predetermined standards, making controlling impossible; without controlling, plans cannot be effectively implemented. Planning is prescriptive and forward-looking, while controlling is evaluative and often described as backward-looking.

However, this distinction is only partially correct. Planning is guided by past experience, and the corrective actions of controlling aim to improve future performance. Thus, both functions are simultaneously backward-looking and forward-looking. Planning based on facts makes controlling easier, and controlling improves future planning by supplying information derived from past experience.

The controlling process involves five systematic steps. Step 1 is setting performance standards — quantitative (cost, revenue, units produced) or qualitative (goodwill, employee motivation) — which serve as benchmarks. Step 2 is measurement of actual performance using techniques such as personal observation, sample checking and performance reports, conducted during or after task completion.

Step 3 involves comparing actual performance with standards to identify deviations. Step 4 is analysing deviations using Critical Point Control (focusing on Key Result Areas) and Management by Exception (attending only to significant deviations). Multiple causes such as unrealistic standards, defective processes or environmental factors are examined. Step 5 is taking corrective action, which may include employee training, assigning additional resources or revising standards when deviations are beyond acceptable limits.

Traditional techniques of managerial control include personal observation (direct supervision by the manager), statistical reports (data presented in tables, graphs and charts for analysis), breakeven analysis (determining the level of output at which there is no profit or loss), and budgetary control (expressing plans in numerical terms and comparing actual results with budgeted figures).

Modern techniques include Return on Investment (measuring overall profitability of investments), Ratio Analysis (interpreting financial statements through ratios such as liquidity, solvency and profitability), Responsibility Accounting (assigning accountability to cost, profit and investment centres), Management Audit (critical evaluation of managerial performance), PERT and CPM (network techniques for planning and controlling complex projects), and Management Information System (providing timely and accurate information to support managerial decisions).

Controlling is an indispensable and pervasive function of management that ensures organisational activities conform to plans and resources are used efficiently. Through its five-step process — setting standards, measuring performance, comparing results, analysing deviations and taking corrective action — it keeps an organisation on the right track and completes the management cycle.
